Why do we drive on parkways and park on driveways?

The reason is same as for "Why do we call something sent by car a shipment and something sent by ship a cargo?"

Just a guess but drives use to be leisurely pursuits of the affluent class who can afford cars so the ways are beautified for their pleasure (the Lombard Street in San Fran, the Park Avenue in New York, etc.) and driveways are meant for cars to drive through towards the garage, fast-food counter, etc. It's just that a lot of people have more cars than they have garage space so they park on driveways instead.
